PHONE ZAP – WEEK 2

Thank you everyone who’s called so far! The phone zap continues — we’ll be calling again tomorrow (Friday) from 12 to 4pm.

While all of us calling at once floods the lines, applying maximum pressure, calling on your own throughout the week is also encouraged! This helps further show EOCI that the community is watching. To make your call outside of these zaps most effective, we recommend calling daily, if possible, during business hours.

If it’s the weekend, we recommend calling the EOCI General line (*67 541-276-0700) and David Pedro, the EOCI Superintendent (*67 541-278-3602).

We are concerned community members from the Oregon area, asking for calls to Eastern Oregon Correctional Institution (EOCI). The prison has: 

  • Thrown Malik Muhammad, a political prisoner from the 2020 uprising in solitary confinement.
  • Restricted Malik’s communication access
    • Malik should have gotten access to the tablet after 15 days; it’s been 23!
    • Including access to their lawyer
    • Mail has slowed drastically
  • This comes after Malik was in solitary confinement at Snake River Correctional Facility for over year, before suddenly transferring them to EOCI.

Demands:

  1. Release Malik back to Gen Pop immediately
  2. Fully Restore Malik’s access to communication
    1. Release all withheld mail.
    2. Restore access to the tablet/calls.
    3. Restore reliable access to Malik’s legal team.

Instructions:

You likely already know that the prison is not a place of justice, but a site of oppression, and struggles against it. Prison guards and officials may sound hostile or annoyed, lie, try to intimidate you, or ask you for information about yourself or prisoners. You do not need to give them any information about you. 

Don’t believe their lies!

"They aren't in solitary they're in ABC." "I can't take information without a name." "If you stop calling, we'll do [x]!"

Remember that these tactics are a small fraction of what people inside face daily. Remain firm and polite in your demands.  

  1. Hide your name and number from the Prison’s Caller-ID, press *67 before the number you want to call.
    1. For example:  *67-555-555-5555. You can test this by calling a  friend using this method.
  2. Using a VPN can conceal your location, but using one is not necessary.
    1. Proton VPN is free; free VPNs don’t have to store your payment information. 
    2. VPNs won’t conceal GPS data from your device.
  3. Do not answer personal questions or questions on behalf of anyone.
  4. Log their responses in the signal chat to keep everyone informed.
    1. Don’t spread their responses around; they are likely false.
  5. You do not need to offer further comment. You can hang up when they are done talking, or say “Thank you for your response.”

Sample Script:

“Hello, I am a concerned community member of calling to express support for Malik Muhammad . Eastern Oregon Correctional Facility is holding them in solitary confinement. We have recently learned that it has been days since they should have been released back to general population from solitary confinement. Not only that, that they were denied access to communication, including contact with their lawyer. This is abuse and it won’t be tolerated. The community demands that Malik is released back to general population immediately, and their access to communication is fully restored. This includes releasing all withheld mail, restoring access to the tablet, and reliable access to legal counsel.”
